For Fallout 3 on the PC, a GameFAQs message board topic titled 'Where is the option to set the game language to English. It set the language to Russian. Thanks in advance and have a nice day! Yes, steam is just a hub for games and place to easily manage and store games. It really doesn't normally change things in a game, it just houses the files and everything for it. There's always a chance it will fail.

Look on the website listed in one of the above posts. Normally, you will have to scroll on most mod pages for some reason, to look for it. Like I said, steam doesn't change anything.
